Brigadier General Joe Medina

Joseph Medina graduated from the United States Naval Academy with a major in Physics and was commissioned in the United States Marine Corps. He later earned a Master of Science degree in Systems Management from the University of Southern California, an Executive Certificate in Installation Management and Business Administration from Penn State’s Smeal College of Business, and a certificate in financial accounting from Harvard Business School. 

As a Marine Corps officer, Medina held increasing responsibilities from infantry platoon commander through Division level command. He served as a company commander for Fox Co 2/5; HQ Co, 5th Marines; Fox Co 2/4; Weapons Company 3/5; an OCS company and two TBS companies. Additionally, he was Battalion Commander of 3rd Bn, 2nd Marines; XO 2nd Marines; and Commanding Officer, 3rd Marines. In staff assignments he served as Associate Professor of Naval Science at Penn State University, Director of Operational Plans J35 for EUCOM, and as G3 for Marine Corps Recruiting Command. Upon promotion to Brigadier General, he oversaw the stand-up and development of Expeditionary Strike Group THREE (ESG3). He led the strike group during a combat deployment in support of Operation IRAQI FREEDOM where he was dual assigned as Commander Task Force 58 (CTF-58) with the mission to "locate, disrupt and defeat terrorists and foreign fighters."  He had operational or tactical control of multiple amphibious ships, an Aegis Cruiser, two Destroyers, multiple Coalition vessels, UK, and two Marine Expeditionary Units. In this assignment, he was the first Marine Corps General to lead a Naval Task Force with operational control over ships. Following this, he was reassigned as Commanding General, Marine Corps Base Butler, the Marine Corps' most complex installation encompassing two air stations and eight separate bases in Asia. He later served as Commanding General, 3rd Marine Expeditionary Brigade and Deputy Commanding General, III Marine Expeditionary Force.


Upon entering the private sector in 2007, Medina joined Granite Services International (a GE company) as the Asia Pacific Region Director overseeing engineering services. In 2013 he joined the Elliott Group as the Global Director for engineering field services (based in Houston) where he established major service centers in Bengaluru (Bangalore), India and Tianjin, China and oversaw several multi-million dollar field service projects in the Middle East, Asia, Europe, and the United States. He currently serves as the Chief Executive Officer of the Asia Pacific Strategies & Solutions (APSS) Group. Joseph is a Fellow and member of the Board of Directors of the American College of National Security Leaders. He is also on the Board of Directors (Board Chair) of the Hispanic Veterans Leadership Alliance. He authored the recently published book "BATTLEFIELD TO BUSINESS – One Marine’s Inner Voyage of Ethical Leadership."
