Contract program manager for the Department of Defense’s Hero2Hired Program, which employed human resources personnel to facilitate Guardsmen’s, Reservists’, and Reserve Component (RC) military spouses’ career employment across all U.S. states, the District of Columbia, and U.S. territories. Developed and presented career counselor training. Provided program assessments, employment data analysis, compared Department of Labor data and reports with military/ veteran job applicants’ outcomes, and provided the government with program impact information, as well as recommendations for improvement.

Armed Forces Services Corporation, Alexandria, VA, in support of a contract with LMI Research Institute (Fall of 2016)

Served on a cultural assessment team to help identify systemic problems leading to sexual misconduct on a military college campus. Participated in interviews and data collection. Provided content and made recommendations for corrective actions to remedy the cultural issues leading to the misconduct.

Northport Affiliates, Alexandria, VA, in support of Armed Forces Services Corporation, 2013 – 2017

Logistical Civilian Augmentation Program (LOGCAP), Kabul, Afghanistan (Colonel), Liaison to US Forces-Afghanistan, 2009 - 2010

  • Liaised with the NATO and US Joint staff elements for US contracted logistics support in Afghanistan.

  • Member of the Joint Planning Cell that performed the analysis, planning, and execution of logistical support for the inflow of 30,000 U.S. forces into Afghanistan. 

  • Kept LOGCAP informed of customer concerns, and informed senior military leaders about LOGCAP logistics capabilities, planning factors, and timelines. 

  • Participated in international forums and meetings with Afghan ministers on intergovernmental issues related to contracting.

  • Initiated strategic planning efforts and Lean Six Sigma analysis to streamline LOGCAP responsiveness to customers.

  • Spearheaded the implementation of Army problem analysis procedures in LOGCAP and the Defense Contract Management Agency’s business process improvement effort.

Employer Partnership Initiative, Washington, DC
(Colonel), Chief Operating Officer, 2007- 2009

  • In support of a group of general officers, led team supporting public-private venture through which employers and Army collaborated on challenges affecting employers’ ability to hire and retain Soldiers, e.g., length of deployments, licensing and credentialing reciprocity, and human resources systems and terminology.

  • Team’s credentialing/ licensing efforts cited by U.S. Government Accountability Office as proactive.

  • Identified functional requirements, and built the program from an internal Army concept to a Joint program through the use of strategic planning, marketing research, customer and stakeholder outreach, and sound business analysis. 

  • Responsible for program design and planning as well as pioneering technology not commonly used in other military projects at that time.

  • Interfaced with executives from partner companies, members of Congress and their staffs, the media, senior military officials, and other stakeholders. 

  • Researched and staffed personnel staffing requirements and configurations for the long-term structure of the Employer Partnership Office, and proposed solutions for how to incorporate other Service member and veteran populations.

Army Reserve Forces Policy Committee, Washington, DC

  • Completed two major policy documents in support of 30 Army general officers:

    • The first looked at personnel, morale, and training factors related to post-deployment training. General officers’ recommendations based on this input served was cited by the Secretary of the Army for why he recommended Reserve Component wartime deployments be reduced to one year.  

    • The second study provided operational, workload, and cost analyses for full-time support to the Reserve Components to ensure mobilization readiness.

  • Both documents were considered premier Pentagon analysis documents, and the US Government Accountability Office requested the full-time support paper for research purposes.

  • Arranged meetings and briefings, coordinating conferences, and keeping them informed about emerging policy and issues. 

  • Evaluated complex Army concepts, policies, programs, training, and operations; and communicated findings to general officers serving on the Committee as well other key Army Staff and Secretariat leadership. 

  • Advised the Committee of potential or emerging problems affecting the mobilization readiness of the Army and/or the Reserve Components, and proposed solutions for their consideration.

Selective Service System, North Chicago, IL
(Lieutenant Colonel), Region Director, 2002-2003

  • Led conscription-related operations in the Northeast and Midwest.

  • Responsible for the recruitment, training, and retention of approximately 4,000 presidentially appointed volunteers who served as board members.

  • Directed a registration awareness program across a 16-state area. Interfaced with governors and legislators on Selective Service System legislation. 

  • Responsible for the execution of training and the recruitment of 155 military officers and 18 governor-nominated State Directors. 

  • Assessed readiness levels and successful implementation of national Selective Service System policies and procedures. 

  • Extensive communications with state officials, community leaders, and media.

  • Observed the execution of national training requirements down to the unit level, and provided feedback to the trainers on their execution of the training requirements.

  • Oversaw budget operations for the Region.
