Brigadier General (Ret.) Christian Rofrano served as Chief Counsel of the National Guard Bureau from 2007 to 2020, where he was the principal legal advisor to four Chiefs of the National Guard Bureau—three of whom also served as members of the Joint Chiefs of Staff.

In this role, he provided strategic legal leadership across a wide range of complex and high-visibility issues, directing the operations of multiple key offices, including the Office of the Chief Counsel, Office of Complex Investigations, Special Victims’ Counsel Office, Office of Information and Privacy, and the Office of Civil Liberties.

Over the course of his career with the National Guard Bureau, BG Rofrano held numerous positions of increasing responsibility, including Administrative Law Attorney, Litigation Attorney, Contracts and Fiscal Law Attorney, Executive Officer, and Associate Chief Counsel.

He holds a Bachelor of Arts from Fordham University, a Juris Doctor from New York Law School, a Master of Laws in Military Law (with a concentration in Federal Administrative and Civil Law) from The Judge Advocate General’s Legal Center and School, and a Master of Strategic Studies from the U.S. Army War College.

Department of the Interior (Post-Retirement Service):

Following his retirement from military service, BG Rofrano served as Deputy Director (Acting), Operations, Departmental Ethics Office (DEO) at the U.S. Department of the Interior from May 2022 through 2025.

In this role, he provided leadership and oversight for the National Office & Bureau Program Division, the Training, Education & Communication Branch, and the Program Support Unit. He was responsible for managing the full range of operational and business functions of the Departmental Ethics Office, including budget, human resources, information technology, and administrative support.
