Todd earned his Bachelor of Science from the University of Utah and was commissioned in the United States Navy through the Reserve Officer Training Corps. He completed Command and General Staff College at the German Armed Forces Staff College in Hamburg, Germany and completed a Master of Arts in Learning, Developmental and Family Sciences from the University of Colorado, Denver. Todd retired from the Navy in 2017 having served 34 years in uniform.

While on active duty, his operational assignments included multiple assignments flying the EA-6B Prowler with combat in Operations Deny Flight, Southern Watch and Allied Force. Duty ashore included Fleet Replacement Squadron Pilot Instructor, U.S. European Command staff, Office of the Secretary of Defense for Policy staff, Office of Defense Cooperation Ankara, Turkey, and the Chief, Office of Defense Cooperation, New Delhi, India. Todd’s culminating assignment in the Navy included his promotion to Rear Admiral and duty as the Chief of Naval Operations Director for International Engagement and Foreign Area Officer Community Flag Lead.

In retirement, Todd has worked in various non-profit organizations working with disadvantaged youth with Boys Hope Girls Hope of Colorado as well as teaching English the Asian Pacific Development Center. He is current the State Outreach Co-Chair for the National Security Leaders for America and a Fellow with the American College of National Security Leaders. Todd has professional proficiency in German and working proficiency in Turkish and Spanish.
